湖南七大举措推动对非经贸提质升级

Effective May 1, China has fully implemented zero-tariff measures for 53 African countries with which it has diplomatic relations. Reporters learned from the Hunan Provincial Department of Commerce that, to capitalize on this policy opportunity, the department will focus on implementing seven major initiatives to enhance and upgrade Hunan’s economic and trade cooperation with Africa.

5月1日起，中国对53个非洲建交国全面实施零关税举措。记者从省商务厅获悉，为抢抓这一政策机遇，湖南将重点落实七大举措，推动湖南对非经贸合作提质升级。

Actively expand imports of products from Africa. The province will make full use of relevant support policies for the high-quality development of the Pioneering Zone for In-depth China-Africa Economic and Trade Cooperation, and will encourage imports of agricultural and mineral products from Africa to meet the needs of domestic industrial development. This policy will be implemented for the year and will be further optimized and upgraded.

积极扩大自非产品进口。用好高质量建设中非经贸深度合作先行区的相关支持政策，鼓励自非进口农矿产品，保障国内产业发展需求。今年政策将继续执行，并进一步优化升级。

Improve the overseas warehouse service system. The province will support enterprises in building public overseas warehouses in key regions of Africa, continuing to enhance the capacity of these facilities to create stable and efficient import supply chains. Currently, the province has established public overseas warehouse networks in 12 African countries, including Nigeria and Côte d'Ivoire.

完善海外仓服务体系。支持企业在非洲重点区域建设公共海外仓，继续提升在非公共海外仓能级，打造稳定高效的进口供应链。目前，湖南已在尼日利亚、科特迪瓦等12个非洲国家布局公共海外仓体系。

Advance the construction of mineral testing laboratories. The province will support enterprises in establishing mineral testing laboratories in key African countries. Currently, Hunan's enterprises have established mineral testing laboratories in Madagascar and Tanzania, and are preparing to establish similar laboratories in Zimbabwe and Mozambique, providing professional and authoritative testing services for hazardous elements and mineral grades to enterprises importing minerals.

推进矿产检测实验室建设。支持企业在非洲重点国家建设矿产检测实验室。目前，湘企已在马达加斯加、坦桑尼亚落地矿产检测实验室，并在津巴布韦、莫桑比克筹建同类实验室，为矿产进口企业提供专业权威的有害元素及品位检测服务。

Deepen industrial capacity cooperation with Africa. The province has formulated the "Three-Year Action Plan for Hunan's Economic and Trade Cooperation with Africa (2026–2028)" to encourage enterprises in Hunan to increase investment and cooperation in Africa. Hunan will focus on fostering integrated production-industry-trade (or industry-commerce) projects in agriculture, mining, and manufacturing to drive the import of bulk commodities. 

深化对非产能合作。制定《全省对非经贸合作三年行动计划（2026—2028年）》，鼓励湘企加大对非投资合作，重点培育农业、矿业、制造业产工贸（产贸）一体化项目，带动大宗商品进口。

Ensure the success of the "China-Africa Economic and Trade Expo (CAETE) in Africa" series of events. In 2024, Hunan pioneered the "CAETE in Africa" exhibition model, and the brand influence of the China-Africa Economic and Trade Expo has continued to expand. Moving forward, the province will continue to implement policies encouraging enterprises to participate in exhibitions in Africa, will adhere to the organizing principles of "normalization, professionalization, market orientation, and internationalization," and will build cutting-edge platforms for showcasing the province's competitive industries, products, and enterprises, as well as facilitating project matchmaking.

办好中非经贸博览会走进非洲系列活动。2024年，湖南首创“走进非洲”办展模式，中非经贸博览会品牌影响力持续扩大。下一步将继续实施鼓励企业赴非参展政策，坚持“常态化、专业化、市场化、国际化”办会理念，为湖南优势产业、产品、企业搭建前沿展示和项目对接渠道。

Organize the "Quality African Products" serial events. During the 4th China-Africa Economic and Trade Expo, the "Quality African Products" logo was launched globally for the first time. This year, Hunan will continue to carry out activities such as online and offline brand promotion and the recruitment and expansion of ecosystem partners. The province will organize distinctive events such as "Quality African Products" promotions in exhibitions, government agencies, and communities to help bring more high-quality agricultural and food products from African countries into Chinese markets. 

举办“非洲好物”系列活动。第四届中非经贸博览会期间，“非洲好物”标识全球首发，今年将继续开展品牌线上线下推广、生态合作伙伴招募扩容等活动，组织“非洲好物”进展会、进机关、进社区。

Cooperate with customs authorities to facilitate market access for agricultural and food products. Hunan will fully leverage the efficiency of the "Pre-assessment System for the Access of African Food Exported to China" to expedite the launch of import operations for approved product categories and generate stable trade results. The province will make full use of the "green channel" for African food imports to China to implement the "African Product Brand Warehouse" initiative and "a marketing campaign for African stores and their products on e-commerce platforms," establishing African product exhibition and marketing centers, expanding offline and online market channels for high-quality African products, and establishing direct procurement channels from major African production areas to the domestic market.

配合海关做好农食产品准入工作。充分释放“非洲输华食品准入预评估制度”能效，推动准入品类快速落地进口业务，形成稳定贸易实绩。用好非洲输华食品“绿色通道”，实施“非洲产品品牌仓”工程和“非洲百店千品上平台”项目，建设非洲产品展示营销中心，拓展非洲优质产品线下线上市场渠道，打通非洲主产区到国内市场的直采通道。
